Newsletter 06 - PAY-FOR-PERFORMANCE (P4P) to drive energy efficiency in Europe
We are now reaching the end of the SENSEI project, which for the past 3 years has examined the next generation of energy efficiency policies and business models based on Pay-for Performance (P4P). We focused on the US example, where information from smart meters is used to reward end-users and aggregators based on energy savings. We have found that their potential implementation in the EU could facilitate financing, and improve the ESCO market, building on the new Article 8 of the EED and channelling investments from obligated parties.

SENSEI enables the compensation of energy efficiency as an energy resource and grid service, while turning the project’s value into an investable asset for private financing.
The key concept behind SENSEI is pay-for-performance (P4P). Instead of the cumbersome practice of rebates and up-front incentives that create a reliance on deemed -and often unrealistic- energy savings, the P4P concept makes transactions fair. Payments are made only for real savings.
Within SENSEI we will integrate P4P at the preparation and implementation stages of the Energy Performance Contracting model.
